The Fleur-de-lis has been a French emblem since the early middle ages, possibly as early as 493 A.D. It is a symbol of the French Monarchy, so it definately predates the revolution - it is seen on monarchy-era French flags (gold and white with an iris), and on the modern flag of Quebec (which would have little reason to adopt a post-revolutionary symbol)
